Most of the springs around human life have been polluted. This pollution is generally caused by domestic activities, fertilization, pest control and pollution from the industry. This worsens the condition of the waters. The problem of clean water becomes more complicated due to over-exploitation of forests as water catchment areas. The problem of water has become a worldwide concern. One of them is the breakthrough of the United Nations in July 2010 which has recognized the human right to water and sanitation. The United Nations recognizes the right of every human being to access to water for personal and domestic needs. Everyone needs 50-100 liters of water in a day. Availability of water must be safe, affordable and cheap. The cost of obtaining water should not be more than 3% of the total income. Meanwhile, water sources must be affordable, which is less than 1 km from the house.

Great attention to water is reflected in Sustainable Development Goals (SDGs) number 6 which reads “Ensuring affordability and sustainable management of water and salinity for all.” The United Nations has also discussed water issues for a long time, including at The United Nations Water Conference (1977), the International Drinking Water Supply and Sanitation Decade (1981-1990), the International Conference on Water and the Environment (1992) and the Earth Summit (1992), and included in the milestone agreements of the 2030 Agenda on Sustainable Development, the 2015-2030 Sendai Framework on Health Risk Reduction, the 2015 Addis Ababa Action Agenda on Financing on Development, and the 2015 Paris Agreement with the UN Convention Framework on Climate Change.
